Fees and Charges

The Commerce Department of the Velocity Interoperability Network sets the fees for the licences it issues and the notifications it receives, and the maximum charges that market operators may levy on traders for pitches. The schedule below applies from 7 September 2026 and will be reviewed annually. Fees are expressed in credits, the unit of account of the Velocity Interoperability Network.

Fees are invoiced by email when an application is granted and are payable within 30 days. A licence or a variation takes effect when the fee is received. No fee is charged for an application that is refused, for a review of a decision, or for a complaint about anti-competitive conduct.

Market licence fees. Fees payable by the operator of a licensed market. The fee depends on the type of market recorded in the register.

Maximum pitch charges. Market operators collect pitch charges from traders to meet the costs of running the market. The Department sets the maximum daily charge for a standard pitch at each type of market; operators may charge less but not more. Charges collected by operators are not fees of the Department.

Merger notification fees. The fee for notifying a merger under the competition rules depends on the combined turnover within the Network of the undertakings concerned in the preceding financial year. The fee is payable when the Department confirms that a notification is complete and is not refunded if the merger is abandoned.

Waivers and reductions. The following waivers and reductions apply to trader licence fees. They are applied automatically where the Department holds the relevant information, and otherwise on request.

Licences converted from provisional registrations
The fee for the first twelve months of a trader licence converted from a provisional registration accepted during the transition period is waived. The renewal fee applies from the second year.
Community and charitable stalls
Stalls operated by a registered charity or a community group of the Network, and stalls at which all takings go to such a body, are exempt from the trader licence fee. The stall must still be registered with the Department and observe the market rules.
Young traders
Applicants aged under 21 pay half the fee for a first licence in any category. Proof of age is taken from the applicant's citizen identification.
Hardship
A licence holder who cannot pay a fee when it falls due may ask the Department in writing for time to pay. The Department may agree to payment in up to four instalments over the licence year.
